Behind the shift, the sources, say, is a growing conviction that the republics, not Gorbachev, will be the standard-bearers for any real economic reform in the Soviet Union. “The administration will deal with the center on broad issues like defense and foreign policy,” says a Washington source. “But it will talk with the republics about economic reform and trade.”
